About The Team

An opportunity now exists in the Land Quality Team for and experienced and motivated contaminated land specialist to become part of the team and develop and assist us in driving regeneration work in the Borough forward.

The London Borough of Hounslow is committed to making a positive difference for our residents by ensuring that the quality services delivered to a high standard. There are many notable regeneration projects including Sky, Brentford Football Club, Development of new council offices and the regeneration of Hounslow Town Centre, so you are never too far from new and exciting challenges.

Land may become contaminated through various activities such as industrial operations, waste management activities, spillages and leaks. The Land Quality Team has various statutory responsibilities and functions to ensure that any potential harm or pollution caused by such land is minimised.

The main focus of the Land Quality Team is to address potential contaminated land issues through the planning process and to implement the councils’ Contaminated Land Strategy. The team also deal with other duties such as the regulation and enforcement of industrial processes, the regulation of private water supplies and the enforcement of the ‘polluter pays’ principle ensuring the prevention and remediation of environmental damage.

The Land Quality Team also manage all aspects of Local Authority PPC permits including monitoring, inspections and production of permits under the Environmental Permitting (England and Wales) Regulations 2016 (as amended).

Key Responsibilities

1.  To identify and assess potential contaminated land in the Borough including the implementation of the   councils “Contaminated Land Strategy”

2. To Provide consultation on planning applications and advise other departments officers and members of the public on contaminated land issues and where appropriate work with partner organisations and service areas to enhance the delivery of services which align to the Councils Priorities, statutory requirements and National Policy

3. To lead and manage all aspects of Local Authority PPC permits including monitoring, inspections and production of permits

4. Responsible for the maintenance, updating and development of essential Land Quality Systems. To carry out enforcement functions as authorised, but with specific regard to contaminated land. 

Your Skills

1. Ability to Act with Authority as a representative of the Council to residents, businesses, partners, developers, contractor, consultants and members of the public and as a witness in court

2. Ability to prioritise, plan organise and monitor work and manage and motivate staff and external partners

3. The ability to carry out inspections/investigations and where required supervise staff undertaking these works and take the most appropriate course of follow up action to resolve matters in accordance with legislation, guidance, policy and procedures

4. Excellent written and verbal communication, able to undertake investigations relating to statutory issues, prepare reports for multi-disciplinary panels and court papers and present statistical and other information clearly to members of the public, elected members, senior officers, committees and panels. An ability to summarise complex proposals into non-technical language and draft clear, concise and accurate reports. Able to interact and explain to the public issues relating to contaminated land and the environment and the ability to present factual information as a witness in Court based upon the skill to observe, record, analyse and repeat information accurately and ability to present information and projects for consideration clearly, concisely and persuasively.

Essential for the Role

  • An excellent understanding of the statutory obligations relating to contaminated land issues and the scientific principles that underline these regulations and compliance of legislation including but not exclusively knowledge and understanding of Environmental Protection Act 1990 regulations made under this Act and other relevant legislation, guidance, Codes of Practice Contaminated Land and contamination in the wider Environment and the application of all relevant legal and practical principles. Ability to take lead responsibility for a specific area of work including strategy development and implementation
  • Knowledge of the main functions of  local authority regulatory, enforcement and public protection functions and the wider determinants of enforcement and public protections within the context of Contaminated Land and the wider Environment
  • Experience of operationally managing Contaminated Land Team including managing staff and workload, including experience of encouraging staff career development through mentoring
  • Knowledge of and establishing and leading a strong performance culture and effective performance and service quality evaluation that involves driving up standards and performance
  • Understanding of operational working and experience of applying knowledge of the Law and associated codes of practice to the resolution of problems. Understanding of the workings and democratic process involved in Local Government
  • Ability to analyse complex technical information and to provide concise and clear advice on these technical issues to non–technical Officers, elected Members and members of the public  
  • Ability to network and establish and maintain effective mechanisms for the flow of technical information and guidance including performance indicators between staff and external organisation
  • Ability to negotiate technical solutions relating to contaminated land problems with landowners, developers and their consultants, thus ensuring that remediation undertaken is of a high standard of accuracy
  • Ability to use or learn other pieces of equipment such as sound level meter, other noise recording equipment and air pollution monitoring equipment including the relevant guidance and legislation
  • A degree in a relevant Environmental Science
  • Masters level or other sector specific postgraduate qualification desirable but not essential
  • Minimum 3-5 Years’ experience in a relevant role is desirable
  • Member of a chartered body desirable but not essential.

This post is considered by the authority to be a customer-facing position; as such it falls within scope of the Code of Practice on English language requirement for public sector workers. The council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements.
