Amec Foster Wheeler is seeking to expand the environmental policy and economics team by appointing a senior consultant, specialising in European and international Chemicals Policy.

The team is at the forefront of providing policy, technical and economic advice on the development and implementation of environmental policy with the European Commission, UK and other European government departments, international agencies, trade associations and individual companies across Europe and beyond. Amec Foster Wheeler projects help to directly influence the development, implementation and improvement of environmental policy addressing some of the most challenging issues we face.

In the past year Amec Foster Wheeler has led a major study for the European Commission exploring the benefits of Chemicals Policy over the last 40 years; prepared REACH applications for authorisation for a major chemicals company and prepared a global assessment of the socio-economic benefits of a chemical substance, amongst a host of other influential studies.

Often working in international, multi-disciplinary teams, you will provide policy development and implementation analysis; evaluate existing policy and technical measures; support cost-benefit analyses and carry out stakeholder consultation. You will have the ability to draft reports and deliver verbal presentations in English to a high standard.

Skills / Qualifications

This is a key role within our team and Amec Foster Wheeler would typically require around 5 or more years’ relevant experience.  Alongside project delivery we are seeking someone who can write winning proposals, manage individual projects, contribute toward business development and aid the development of more junior colleagues.

The ideal candidate will be qualified to Master’s degree level in environmental policy, science, engineering, law, economics, social sciences or a closely related subject.

It would be preferable to have a blend of technical, commercial and project management experience, but we would be interested to hear from candidates with experience in any one of the following areas.

Technical experience:

  • EU Chemicals policy from the public sector or consultancy environment. This may include REACH, the Stockholm Convention on Persistent Organic Pollutants (POPs), Biocidal Products Regulation or similar.
  • Technical analysis in the context of chemicals or of chemical policy. This may include toxicology, ecotoxicology, or socio-economic assessment  
  • Compliance with EU Chemicals policy, from within the private sector
  • EU Chemical policy from within a European trade association or NGO
  • Experience with non EU policy, such as the Toxic Substances Control Act (TSCA), “K-REACH” or “C-REACH” will also be considered.
  • You will be familiar with the process of policy development and implementation; evaluation of technical and policy measures; cost-benefit analysis; data collection, validation and analysis. 
  • You should have a proven ability to interact with policy makers at national and/or international level and will be required to draft reports in English to a professional standard.

Previous experience of policy analysis within a consultancy, government, research or private sector / industry organisation would be an advantage.

Project Management experience:

  • Scope, plan, monitor and execute project methodologies
  • Client and subcontractor communication and management
  • Organisation of staff resources, including coordination with other project managers to set priorities
  • Evidence of excellent organisation, ability to plan ahead and work to deadlines
  • Provide guidance and support to junior members of staff

Commercial experience:

  • Capability to write proposals, generate new business leads and identify opportunities for new service offerings
  • To develop new and existing client relationships
  • Set, manage and monitor project and expense budgets, including financial reporting
