Contaminated Land, Pollution Prevention & Control, Water Quality - 36 hours per week

The London Borough of Hammersmith and Fulham is located in vibrant West London within easy access of central London and the Western Counties. The borough is one of the smallest London Authorities but one of the richest in historical industrial activity and development. Major developments in the borough include the Earl's Court and White City Redevelopment Areas and the upcoming HS2 development.

We also have a variety of current industrial processes from dry cleaners to a mannequin manufacturer and private water supplies for both residential and commercial uses.

The main focus of the Council's Environmental Quality team is to address potentially contaminated land issues through the planning process. The team also deal with regulatory duties such as progressing the determination and remediation of contaminated land, the regulation and enforcement of industrial processes, the regulation of private water supplies and the enforcement of the 'polluter pays' principle ensuring the prevention and remediation of environmental damage.

An excellent opportunity now exists in the Environmental Quality team for an experienced and motivated senior officer to develop and assist us in driving this work forward. Ideally, the officer should have significant professional contaminated land experience including extensive site investigation experience. The officer will have a good understanding of environmental legislation and how this affects the work of the Council. The officer will be qualified at a minimum to a degree level in Environmental Engineering, Environmental Science, Hydrogeology, Geology, Civil Engineering, or equivalent. The officer will be responsible for assessing the relevant aspects of planning applications and accompanying contaminated land reports and making recommendations as well as assist in all areas of contaminated land assessment and inspection work. This role is also likely to be bi-borough and include similar work in the Royal Borough of Kensington and Chelsea.

Excellent verbal and written communication and IT skills are a must and experience of database, GIS packages and quantitative risk assessment tools is required.

Experience in integrated pollution prevention and assessment and some experience in water and air quality monitoring would be preferred as the officer will also be responsible for the regulation of air polluting industrial processes and private water supplies. The officer's role will involve the review of relevant emissions reports and water monitoring data.

Closing date: 12 November 2012.
