Summary of Role
· Primary role: Regional HSE management for Environmental Services Business Group
· Secondary role: conduct HSE consulting work for clients
Detailed Duties & Responsibilities
· Lead and guide the European and MENA ES HSE team, conduct monthly calls and annual meeting. Set regional goals.
· Support development of European (International) HSE program
· Provide input and advocacy to assist Enterprise and BG HSE programs to be relevant and world class.
· Adapt and supplement the Enterprise HSE Management system to meet local requirements in all ESBG operations in Europe and Mena.
· Obtain and maintain external certifications for local entities and Business Groups, clients or industry association requirements, (e.g. ISO 14001, OSHAS 18001, ISO 9001).
· Identify local HSE regulatory and other local obligations applicable to operations and BG’s
· Ensure BG’s understand and implement local regulatory and regional/country HSE requirements.
· Support and assist BG’s and BG HSE Managers in relation to local needs and local program implementation.
· Manage governance audit program covering enterprise level and any local external needs, (e.g. certification, regulatory, client): direct audits and produce summary reports to management.
· Collect and distribute Regional HSE performance information and contribute to HSE communications.
· Lead HSE communication within the BG operations and projects: keep staff fully informed on all existing and proposed changes in applicable regulations, protective equipment requirements, etc
· Represent CH2M HILL’s HSE programmes in the local market to support clients.
· Provide HSE support and guidance on new business proposals and questionnaires.
· Work closely with local quality managers and Business Group leads to ensure HSE is an integral and integrated part of project delivery and business processes/systems.
· Support Business Group Managers and BG HSE managers in the local planning and implementation of project HSE requirements.
· Work with Facilities personnel across Europe to put in the HSE requirements in the offices. All Europe offices align with HSE programs/meetings etc. (setup, meeting templates, etc- should be already set up, new offices will need to be on the list)
· Coordinate HSE training program, with Enterprise and Business Group HSE staff; present HSE training as required. Maintain training records.
· Coordinate ergonomic program for offices and projects with Enterprise Ergonomic Program Manager and HSE Business Group staff.
· Act as first response support to local incidents and oversee investigations and interactions with external agencies as required.
· Provide local HSE leadership as the visible Target Zero advocate to management and staff.
· Contribute to the continual improvement of the Enterprise HSE systems and local project delivery systems and their interaction with HSE.
· Provide input into the HSE annual business planning process and budgeting for the region, (offices and BG’s).
· Support and advise the regional leadership team on HSE issues affecting their operations in order to manage risks.
· Undertake a peer review for all new BG HSE hires in the region.
· Organise procurement and distribution of PPE and other HSE equipment, work with selected suppliers.
· Work closely with the Europe Region HSE organization to align the HSE program, audit plans and training requirements.
· Familiarization with client HSE programs, implement client processes for master service agreements.
· Conduct HSE consultancy and coordination of HSE consultancy activities on behalf of the ES BG.
Reporting Lines:
· Direct reporting to Regional Business Group Manager
· Reports to International ES BG HSE manager
· Indirect reporting into the Europe Region HSE Director.
· Coordinates with Business Group HSE Leads and local BG Leads.
· Point of contact for HSE for all regional staff
Basic Qualifications
· BS required; MS in industrial hygiene, safety, or related field preferred, or similar through experience (see below).
· 15 Years minimum experience required: preference will be given to applicants with experience in safety and/or environmental consulting, engineering and construction services.
· Strong understanding of German and European HSE regulations
· Ideally – Experience in a corporate HSE position
· Ideally German national (home office will be Kaiserslautern, Germany – teleworking arrangement can be considered)
· Flexibility to travel
· Perfect written and spoken English required. A third European language will be considered a plus.
· Outstanding communication skills
